Isabel is a Senior Policy Advisor at Recoding America, where she works on aligning incentives to policy outcomes across the federal government. She brings over 15 years of experience spanning the private sector and the executive and legislative branches, with a focus on agricultural policy.
Most recently, Isabel worked for the U.S. Government Accountability Office (GAO), where she led performance audits and developed recommendations to improve the efficiency and effectiveness of federal programs. While at GAO, she served as a detailee to the Senate Committee on Agriculture, Nutrition, and Forestry, where she drafted and negotiated legislation.
Previously, Isabel served as counsel for the House Committee on Agriculture and the U.S. Department of Agriculture, and as a policy analyst for the Congressional Research Service. Earlier in her career, she worked as in-house counsel for a Farm Credit association and State Farm. Across these roles, Isabel has developed a broad understanding of how policy moves from legislation and appropriations through agency implementation, oversight, evaluation, and litigation—and ultimately how users and regulated entities experience program delivery and regulation in practice. Isabel has a J.D. and M.S. from the University of Illinois and a B.A. from New York University.
