Solitaire Carroll

Former Acting Director, Veterans Experience Services, U.S. Department of Veterans Affairs; Niskanen Center

Solitaire Carroll draws on her experience in public service to write about digital government with the Niskanen Center. She served as the Acting Director of the Veterans Experience Services (VES) Portfolio in the U.S. Department of Veterans Affairs, where she supported cross-VA innovation and collaboration for the PACT Act, the largest expansion of benefits for Veterans in a generation. She co-authored the 701B initiative, a multi-billion-dollar modernization effort to transform veteran engagement with the VA.

Carroll oversaw multiple innovation efforts in the development, training, and implementation of new processes for VA IT Portfolio and Investment management, working across silos of business and technology to help the VA prioritize and deliver the right IT solutions to Veterans and their families and caregivers. She previously served as Portfolio Integration Lead at the VA from 2020 to 2023 and Deputy Director of VES from 2023-2025.

Before joining the VA, Carroll worked as Deputy Program Manager at GovernmentCIO and spent over five years at Booz Allen Hamilton, where she developed DEPSEC-level decision briefings and served as a senior consultant supporting the VA’s Interoperability Office. She also worked as a Market Intelligence Analyst at SRA International and as a Research Analyst at INPUT.
